Here is what the public is shown concerning Crystal Lake’s purchase of HealthBridge:
Purchase of Real Property – 200 E. Congress Parkway and two vacant parcels (collectively, the “Property”)
Background:
Northern Illinois Medical Center (“Seller”) had operated a health and fitness center at 200 E. Congress Parkway in Crystal Lake, commonly known as HealthBridge, but that facility has been closed for a number of years.
The Seller is currently marketing the HealthBridge site, an adjacent 4.4-acre vacant parcel, and a nearby two-acre vacant parcel (collectively, the “Property”) for sale.
The City Council determined at the April 21, 2026 City Council meeting that it will be in the best interests of the City and its residents to enter into a Purchase and Sale Agreement (the “PSA”) that has previously been provided to the City Council members via a confidential memorandum from Special Legal Counsel Filippini. [Emphasois added.]
Under the PSA, the City would acquire the Property for $4,200,000.00. If approved, reserves in the General Fund will be allocated towards the purchase.
No tax increases are needed or proposed for the initial purchase cost.
The Property offers the City an opportunity to make available to City residents certain public facilities that do not currently exist in Crystal Lake.
In addition, the Property contains additional vacant land that could be utilized for the benefit of the community.
The six-month due diligence period, which began on April 26, 2026 when the PSA was executed, will end on October 26, 2026.
At this time, the City Council may determine to proceed with closing on the purchase of the Property or terminate the PSA. If a motion to direct staff to proceed with the purchase is approved, the City’s Special Legal Counsel will prepare closing documents with the Seller’s counsel to close on the Property no later than November 10, 2026.
Recommendation:
It is the City Council’s discretion whether to proceed with the purchase of the Property or whether to terminate the PSA. If the City Council chooses to proceed with the purchase of the Property pursuant to the PSA, City staff recommends a motion to adopt a resolution (attached) to direct staff to proceed with the purchase of the Property.
