VICTOR H. SERRANO SENTENCED TO FIFTEEN YEARS IN THE ILLINOIS DEPARTMENT OF CORRECTIONS FOR ARMED VIOLENCE AND POSSESSION WITH INTENT TO DELIVER A CONTROLLED SUBSTANCE

McHenry County State’s Attorney Randi Freese announces that on June 27, 2025, Victor H. Serrano, 26, of Belvidere, Illinois, was sentenced to fifteen years in the Illinois Department of Corrections on

  • one count of Armed Violence, a Class X felony, and
  • one count of Possession with the Intent to Deliver a Controlled Substance, a Class 2 felony.

Serrano was sentenced by the Honorable Judge Mark Gerhardt after entering a negotiated plea of guilty to both counts.

On June 21, 2024, officers from the Lake in the Hills Police Department observed a vehicle traveling at high speed well above the posted limit. 

The vehicle was observed to cause a multi-car accident. 

The driver of the vehicle fled on foot from the scene. 

Officers gave chase and eventually took the driver, who was identified as Victor Serrano, into custody. 

Along Serrano’s path of flight, officers also located a firearm.

A search of Serrano’s vehicle found large quantities of cannabis and cocaine, a large sum of money, and two cellphones.

Serrano was sentenced to fifteen years on the Armed Violence count.

He was sentenced to a term of three years on the Possession with Intent to Deliver a Controlled Substance count that will run concurrently to the sentence imposed on the Armed Violence count.

Upon his release from custody, Serrano will be placed on Mandatory Supervised Release for a period of eighteen months.

State’s Attorney Randi Freese commends the work done by the responding officers from the Lake in the Hills Police Department in protecting the community and for the apprehension of Serrano.

“Committing criminal acts while carrying a gun and while you are dealing illegal drugs is not going to be tolerated. We remain committed to aggressively prosecuting those that intend to disrupt the safety of our communities as this man did last June,” said Freese.

This case was successfully prosecuted by Assistant State’s Attorney Andrew Fisk.
