The day after the Marten Luther King Holiday bill was passed, Southern Illinois legislators put forth a proposal on the House floor to direct the one percent local sales tax from where the bills were sent to where the coal or gravel was mined.

Rep. Richard Hart explains the bill:

At that time after an initial vote was shown on the tote board, members could explain their votes. Usually this was done in order to allow proponents time to try to convince enough people to change their negative votes to pass the bill.

One far-Southern Illinois Republican, CL McCormick took aim at Chicago Black legislators whose MLK Holiday bill he had supported the day before.
