The Village of Richmond has this in its newsletter:

Lakewood used to do this when Veuglar used to pick up garbage in Lakewood.

The Village paid them to pick up leaves as well.

Then, it was back to burning leaves along the sides of streets.

Man burning leaves just outside Crystal Lake’s boundaries.

Visibility was less than a block on Lake Avenue.

Then came Julie Richardson.

When she was Village President, she convinced a majority of the Board to ban leaf burning.

That was when we could sleep with out windows open.

So, whenever I read of a municipality kind enough to provide for the vacuuming of leaves, I wonder how long it will be before Turnberry trees get large enough to have that subdivision desire such leaf removal.
