When I worked for the Illinois Department of Central Management Services as a management consultant, the woman in charge of promoting Women- and minority purchasing was in the office next to mine.
One woman.
I was drafted to check out one company–Torco Oil. As I remember, it was an advertiser at one of the ball parks.
Torco was registered as a woman-owned business.
When I found and looked around, there was only one woman in the office–a secrtary.
