“Overall government spending and investment declined 0.8%. Federal spending fell 4.1%, led by a 12.9% drop in nondefense spending. BEA indicated that much of the decline in federal nondefense spending reflected sales of crude oil from the Strategic Petroleum Reserve…

“Meanwhile, state and local government spending continued to grow, although the pace slowed from 1.6% in the first quarter to 1.1% in the second.
