Dear Eileen O’Neill Burke, Cook County States Attorney,
I am asking for a writ of mandamus to remove the Thornton Township Supervisor, Senator Napoleon Harris III, from the office of Thornton Township Supervisor because of this gathered information showing Supervisor Harris does not live in Thornton Township as required by the Township Code.

Sec. 55-5. Legal voter and resident. No person is eligible to hold any office unless he or she is a legal voter and has been a resident of the township for one year.
Harris’s home address is publicly listed as being in Flossmoor, Illinois, which is NOT in Thornton Township; his resdency is confirmed by multiple official and election-related records that Flossmoor is his actual residency.

- His General Assembly Legislative Biography: Mentions family members, silent on his residency.
- A 2025 Thornton Township Electoral Board Hearing: Referenced documents showing that Harris actually lives in Flossmoor, even when another address was listed on candidate paperwork.
- Official District Office address: 930 W. 157th St., Suite 3W, Homewood, Il 60430. While this is not his home, this is his public-facing office for legislative work.
- Lansing Journal: Objections against Democrat candidates Napoleon Harris and George Baker at December 3, 2024 caucus. (Questioning Napoleon Harris’s home address) The objectors claimed that Harris misrepresented his address on his candidate filing paperwork and does not reside in Thornton Township, as required for candidacy, while Harris listed a Harvy address as his place of residence, he actually lives in Flossmoor, a village lying in Bloom and Rich Township. A search of registered voters in Cook County performed by the Lansing Journal revealed that Harris is a registered voter at the Harvey address. The Lansing Journal confirmed that the online Cook County property tax portal lists Carl Washington as the recipient of bills for the Harvey address.
- Michael Smith and Keith Price’s: January 2025 challenge to Napoleon Harris’ candidacy for Thornton Township supervisor. During a township electoral board hearing, Smith and Price, argued Napoleon Harris is not a Thornton Township resident, as is required to serve on the township board, but rather lives in Flossmoor.
