Crain’s Chicago Business is the first to report on the subsidy:

Got to make it easy for State employees and legislators to get between Chicago and Springfield, right?
When I was ensconced in the bureaucracy after my election loss to Comptroller Rolland Burris, I served on Governor Thompson’s Efficiency Task Force.
One of my suggestions was to stop the flying of state employees on state planes between Springfield and Chicago.
Let private enterprise pick up the business, was my thought.
Recommendation not accepted.
