Of course, the Village of Union cannot, because of the Tax Cap law, increase taxes on local citizens by 15%, but that’s what their Black Box ad said yesterday:

According to the Illinois Department of Revenue, the Consumer Price Index rose 2.9%.

So, 2.9% is the maximum amount, plus new growth, that a non-Home Rule District can levy.

New growth can be added to the figure and Home Rule units are not limited to 3.4%, but all other units of government are…unless voters have approved more by referendum.
