When one is in a Federal election campaign, campaign contributions are limited to $2,900 per election.
And, they must be from individuals.
Corporate contributions are prohibited.
For Illinois state PACs, the limit is $5,600 for individuals.
Contributions from corporations and other state PACs are allowed.
Fellow Democrat Daniel Biss is not only running for the Democratic Party nomination for Congress. He is running for the male seat on the Democratic Party State Central Committee.
Fine is running for the female seat.
State Political Action Committee money may be used to promote election to the State Central Committe
Now comes State Senator Carol Ronan, a supported of 9th District Democratic Party candidate Laura Fine with a complaint the Biss is using his state PAC money in support of his congressional ambitions.

While both Biss and Fine are running for a spot on the 9th Congressional District State Central Committee, they are not running against each other.
Biss is running for the male slot, while Fine seeks to win the female position.
The Ronan complaint argues this is an illegal use of Biss’ state PAC funds to promote his congressional campaign.
I find Ronan’s complaint persuasive.
