Finally got the Comptroller’s Office to point me to the definition of “social services.”

It’s on page 17 here, the Chart of Accounts.

256. Social Services: Public welfare and public health services for assistance and health care.

265d Cemeteries: Provision or maintenance, improvement or upkeep of public cemeteries. Also includes any costs with acquiring the cemetery.

So I conclude that any thoughts that the Richmond Cemetery District might have spent money something untoward were incorrect.

The State Comptroller’s use of “social services” for this purpose on its Chart of Accounts still strikes me as quite strange.
