LUIS D. VELAZQUEZ-PACHECO SENTENCED TO TEN YEARS IN THE ILLINOIS DEPARTMENT OF CORRECTIONS FOR PREDATORY CRIMINAL SEXUAL ASSAULT

McHenry County State’s Attorney Randi L. Freese announces that on September 18, 2025, Luis D. Velazquez-Pacheco, 40, of South Elgin, Illinois, was sentenced to ten years in the Illinois Department of Corrections for the offense of Predatory Criminal Sexual Assault.

Velazquez-Pacheco was sentenced by the Honorable Judge Tiffany Davis after entering a negotiated plea of guilty.

In June of 2024, a report was filed with the South Elgin Police Department that a child had reported being sexual assaulted.

Harvard Police Department was notified that the victim reported being assaulted at both the family’s old residence in Harvard as well as their current residence of South Elgin.

An investigation was initiated by the two jurisdictions, and the Kane County Child Advocacy Center conducted a victim sensitive interview of the child.

During the investigation Velazquez-Pacheco admitted to assaulting the child.

Charges resulting from the assaults that took place in South Elgin remain pending in Kane County Court.

Truth-In-Sentencing will require that Velazquez-Pacheco serve a minimum of 85% of his prison sentence term.

Upon release, he will also be placed on a term of Mandatory Supervised Release for three years to natural life. He will also be required to register as a sex offender for life.

The victim in this case showed incredible strength in reporting her abuse.

Her victim impact statement at sentencing was thoughtful and showed great maturity.

The State’s Attorney’s Office is grateful to this victim and her family for their courage, patience, and perseverance through the court process.
