Jim Edgar, both as a State Representative and Governor, sought to increase the state income tax in order to reduce the real estate tax.

But, both times, he did not propose a one-for-one swap.

Both times he wanted to increase the income tax by more than the property tax would be cut.

His State Rep. bill proposed allocating only half of an income tax hike’s proceeds to property tax relief.

Needless to say, I opposed the partial swap.

Reminding me of that today is a Chicago Tribune obituary of former University of Illinois President Stanley Ikenberry:
