    John Bartman is employed by a union related prevailing wage monitoring entity, the Indiana, Illinois Iowa Foundation for Fair Contracting (IIIFFC), as a prevailing wage monitor.

    The IIIFFC recently changed the title of its prevailing wage monitors from Compliance Monitors, to Construction Analysts.

    Prevailing wage monitors ensure that contractors and subcontractors pay prevailing (basically union) wages on state funded construction projects.

    John Bartman for instance will contact local McHenry County School Districts to be sure they are paying prevailing wages, which is what he did in the Johnsburg school district.

    John Bartman has not disclosed this current job on his campaign website or to newspaper reporters and editors, because it has not been reported in the press.

    Prior to the job at IIIFFC, John Bartman received a job at the Illinois Department of Transportation (IDOT), as a Community Liaison, in 2003.

    Prior to receiving the IDOT job, John Bartman was #4 of 12 on a prioritized ranking of people that current and then Democrat State Representative 63rd District Jack Franks sent to Margaret Houlihan, the Deputy Chief of Staff of Intergovernmental Affairs to Governor Rod Blagojevich, on February 27, 2007.

    Rod Blagojevich had just taken office on January 13, 2003.

    The subject of the letter was, “Positions with Gov. Rod Blagojevich Administration.”

    The letter reads as follows:

    “The following are individuals who we had requested be considered for jobs with the Blagojevich administration.

    They are prioritized as follows:

    1. Deborah Wolf Franks for a Commission; [wife of Jack Franks]

    2. Herbert H Franks for a Commission; [father of Jack Franks, was appointed to the Illinois Courts Commission]

    3. David B Franks, a non-paid position with Boxing Commission [a brother of Jack Franks]

    4. John Bartman, a position with IDOT [received a job at IDOT in 2003]

    5. Michael Dalesaandra, position as Highway Maintainer with IDOT;

    6. Judge Erin O’Connell-Diaz, position with Illinois Commerce Commission; [was appointed to two terms as Commissioner of Illinois Commerce Commission, from 2003 – 2008 & 2008 – 2013]

    7. Nancy Vazzano, managerial position with any public service department;

    8. Fred Shay, management position, primarily Info Technology and IDOT Aviation;

    Bernard Schoenberg of the Peoria Journal Star reported the following in an August 25, 2005 article titled, “Blagojevich Hires His Kind””

    “During its first 1 1/2 years, the Blagojevich administration has hired more than a dozen of the state’s 102 Democratic county chairman for state jobs.”

    “Champaign County’s Tony Fabri of Champaign and McHenry County’s John Bartman of Marengo each began in 2003 as IDOT local community and safety liaisons.

    IDOT spokesman Matt Vanover said those jobs include ‘work with the local community and do community outreach and safety education outreach.’

    Each made $43,800 annually, although Fabri left the job in early 2005.”
