18-Year Politician Jack Franks Rolls Out Hit Piece Calling Mike Walkup “Typical Politician”

Last night at the Crystal Lake Park District’s Main Beach, almost 18-year State Rep. Jack Franks’ supporters were passing out a new piece of literature.

It could be called the anti-Mike Walkup piece, as you can see below:

Unlike Jack Franks, Mike Walkup will not receive a public pension.

Franks will get $58,622 a year starting for his part-time job when he is 55.  It is estimated he will receive General Assembly pension payments in excess of $2 million, if he lives to his actuarial age of 83.  Franks father Herb is older than that.

Walkup wrote on McHenry County Blog that he has a privately-paid for disability insurance policy from which he was collecting.

Walkup is on the ballot twice.

No secret there.

Walkup knows that the County Board Chairman has no vote on the County Board, as the current Board Chairman does.

He decided to run for his District 3 seat, which, if he wins, will give him a vote on the Board.

However, knowing that without a change in Board Rules winning both offices would mean he would receive two salaries, he led the fight to make certain that no person who is both County Board Chairman and a District member would receive more salary than someone who just ran for the County Board Chairmanship.

Not your typical politician.

Jack Franks is big on promises.

Not so big on delivering on them.

Franks is trying to convince people that he will cut property taxes 10%. (See “Cut Property Taxes 10%” logo above.)

What Franks doesn’t want people to realize is that although real estate tax payments are made out to the McHenry County Treasurer or Collector, about 90% of the money is passed on to school districts, park districts, municipalities, fire protection district, library districts, etc.

So, there is no way that Jack Franks can cut your or my tax bill by 10%.

He won’t have that power, if elected.

He won’t have control of the school boards, which take the bulk of our property taxes.

And, if he did, what would be cut if school levies were cut 10%?

Would it be teacher salaries?

Nevertheless, enough people may believe he has that power to elect him.

Boy, will they be surprised when he doesn’t deliver on that promise.

Franks claims that he voted against every tax increase, but he doesn’t mention the huge tax increase bill he introduced.

Of course, Franks would not mention that in a hit piece about his opponent Walkup.

As far as waste goes, it was Mike Walkup who led the way to cutting the McHenry County property tax bill from $79 million to $76 million in the bills being paid this year.

That was about 4.6%.

But the tax cut was real…not a promise that won’t be fulfilled.

Jack Franks can point to his role in getting rid of the Illinois Municipal Retirement Fund pensions for part-time County Board members, but the annual savings are estimate to be $52,750.

Compare that to the annual payout of the legislative pension for Jack Franks–$58,622.

  2. Jack Franks voted while a State Representative for underfunded and unfunded mandates that became state law.

    Many of those mandates resulted in hiked property taxes.

    State lawmakers passing underfunded and unfunded laws to which local has to abide is a reason for hiked property taxes.

    He also voted for the pension holiday for state pensions that became state law during the Democrat Governor Rod Blagojevich years.

    That pension holiday was the Illinois General Assembly and Governor passing a law to intentionally short the State contribution to the pension fund.

    It was included in Public Act 94-0004.

    It shorted the pension funds over $1 Billion dollars.

    Unions filed witness slips to support that legislation, although the IFT later said they did not support that aspect of the bill, their witness slip was filed after the final amendment.

    The state pension funds are TRS (teachers and administrators in public schools), SERS (state employees), SURS (university employees), GARS (General Assembly), and JRS (Judges).

    There are a few problems with shorting pension contributions.

    The fund then has less money on which to earn investment returns, and taxpayers are responsible for any investment return shortfall, not the employees.

    Money diverted from pensions can go towards pay hikes, which hikes the pension contributions and eventual pension payout.

  3. This is illustrative of the concept that human operators of a political system come and go.

    A system could be devised that is ‘human-proof’: not susceptible to the human operators’ natural tendencies to utilize the system according to motivations of greed and fear.

    Looking at this election and this system with specificity and with disregard to the two random humans vying for this post,
    what should voters define as specific issues, and specific proposed resolutions to these issues?

    For me it is easily: specific proposals to lower property tax levies. SPECIFIC proposals. DETAILED proposals.
    With lower levies come lower rates.
    With lower rates come higher property values.
    With a rising trend-line of property values, all the good free-market drivers of economic development might be attracted to (rather than repelled from) this area.

    The same Jack Franks who, when he was runnung for his first State Representative term in 1998, said he would limit himself to a maximum of three terms in office (he is now serving his 9th term as State Representative).

    The same Jack Franks who voted for legislation that passed into law that shorted state pension fund contributions.

    The same Jack Franks that claims he has never voted for a tax hike, yet does not explain all the underfunded and unfundates mandates for which he voted that became state law, many of which local taxing districts had to then find funding, and what is the primary source of local taxing district funding … property taxes.

    Is now claiming he will cut all property taxes 10%.

    But he does not say what what property taxes (presumably county only not school, village, park district, etc.) and has presented a plan or details.

    Note that most villages in McHenry County have:

    – Underfunded police pensions, especially if they participate in the Downstate Police pension system.

    – Underfunded fire pensions if they have a fire department (if they do not have a fire department, a fire protection district services the area), especially if they participate in the Downstate Fire pension system.

    – Underfunded IMRF pensions, although in most cases that is less than 10% underfunded.

    Note that many taxing districts, in particular the Conservation District which is a component unit of the county, and school districts, have bond debt.

    Note there has been talks of shifting the state contribution to the TRS pension fund, back to the local school districts, which would result in hiked property taxes or cut services.

    Note there most communities have TIF (tax increment finance) districts that often result in hiked taxes due to the property taxing district extension not being frozen.

    Note that state finances are tight (actually a disaster), and local taxing districts receive some of their funding from the state.

    Note that there are retiree healthcare plans at the local level that are unfunded, yet the state constitution says those benefits are an enforceable contractual relationship that cannot be diminished or impaired.

    Keep all that in mind when Jack Franks says he can reduce all property taxes 10%.

    For which he has produced no details or plan.

    Not just the county.

    The cut10.org campaign is referenced by John Bartman and Jack Franks.

    Obviously a County Board Chair has no control over other taxing districts.

    So the voters need to be educated about taxes, liabilities, and bonds.

    There is no Jack Franks plan as to how he is proposing to cut taxes 10% at the County.

    Interesting that Marengo wants an interchange built and is asking for lots of county money to build that interchange at I-90 and Route 23.

    So Jack does Jack’s 10% county cut include money for the interchange.

    Where is Jacks plan.

    cut10.org is an empty promise.

    No details.

  6. McHenry County levy was only flat last year by virtue of a $3 million non-levy from Valley Hi.

    This year Valley Hi intends to ask for a $2.75 million levy (this with north of $40 million in some uninsured bank account earning essentially zero interest. (Has any Board Member (current or recently on County or VH Board) been doing business with that bank?))

    With County levy about $77 million and additional $2.75 million to be asked, how does either candidate SPECIFICALLY intend to reduce the County levy by 10% ($7.7 million)?

    It is most interesting that you want to focus on noise. What tax reduction has Franks implemented for the State or McHenry County? How much did he reduce our taxes in actual $ and what areas did he reduce? We all KNOW the answer to all those questions is ZERO. But we await your brilliant synopsis (bs).

    Walkup lead a REAL and ACTUAL tax reduction of the levy of the County Board. You can bluster all you want, but that is truth.

    Jacks promises to reduce our taxes by 10%, but that requires reductions from taxing entities that the County Board Chair has no authority over. Exactly, how will Jacko get that done? We know the answer to that too. HE CANT and he WONT. He would have to positively influence school board to reduce their levies.
    Will he do that via his extensive track record of fulfilling his campaign promises? Will he accomplish this because he has built such a great working relationship with existing board members?

    Exactly, which campaign promises has he fulfilled in his 18 lackluster years taking up space in Springfield?

    Jack is a dinosaur of a career politician with allegiance to Madigan and the Chicago/Springfiled political machine that has destroyed this state. We don’t need him and we don’t want him.

  8. Running for 2 Taxpayer funded jobs?? Franks is grasping at straws on this campaign piece.

    The current Chairman and ALL PREVIOUS CHAIRMEN have also been County Board Members at the same time. There is no additional work when someone is both a Member and Chairman as the Chairman is not assigned to committees, which are where the bulk of the time goes.

    The only change would be when roll call vote comes during full Board meetings, the Chairman if also a Member, can vote instead of remaining silent.

    This is another of the many false issues and distortions that comprise the entirety of Franks’ campaign.

    Franks has no substance.

    Jack Franks has been telling people he never voted for a tax hike, and people thought that meant Jack was doing nothing to increase taxes.

    John Bartman is a current prevailing wage monitor for an IUOE Local 150 union affiliated organization called IIIFFC (Indiana Illinois Iowa Foundation for Fair Contracting).

    They check to be sure state mandated prevailing (union) wages are paid on public construction projects such roads and schools.

    Jack Franks primary contributors include unions, including IUOE Local 150.

    So those are a few clues as to why Jack Franks and John Bartman do not support the Turnaround Agenda.

  14. I have read Franko’s attack piece a few times now, and I can’t stop laughing at its absurdity.

    Jack Franks calling Mike Walkup a career politician?

    OMG, this is a gift from the heavens.

    This will.be great fodder for LTEs.

    That is the dumbest thing Jackie could do, it is the definition of a self inflicted wound.

    I laughed so hard I cried.

    Mike was instrumental in reducing the tax levy from the County Board.

  15. Cut10.org and CutMcHenryTaxes.com are election gimmicks, asking for names of those who want their property taxes cut 10% yet providing no details how that would be accomplished.

    Every campaign piece is not a gimmick.

    First Jack Franks as State Representative is part of the problem of causing property tax hikes by voting for underfunded and unfunded state mandates on local governments.

    Rather than explaining that to citizens he represents, he now says that as County Board Chair candidate he is calling for all McHenry County taxing districts to reduce property taxes by 10%, and he will reveal the plan after he is elected.

    No details in the plan yet.

    No description of all the unfunded and underfunded mandates on local governments he voted for as State Representative 63rd District that became state law (Public Acts) and how that is a contributor to hiked property taxes.

    Property Taxpayers lack knowledge about underfunded and unfunded mandates from Springfield (Public Acts / laws) to local governments, a topic that has not received enough press coverage.

    Jack Franks is certainly not going to educate them, as he was part of that problem for 18 years.

    Has anyone ever heard Jack Franks rail against unfunded and underfunded mandates that State Reprwsentatives, State Senators, and Governors imposed on local governments through Public Acts.

  17. Once again, Cut10.org / CutMcHenryTaxes.com is an election gimmick.

    There is no content on those sites as of right now as to how the 10% property tax cuts would be achieved.

    The county and many property taxing districts in the county have negotiated agreements with labor unions.

    Those agreements cannot be unilaterally cut one penny.

    It is highly doubtful the labor unions would agree to a reopener just because Jack Franks and John Bartman made campaign promises to reduce property taxes by 10%.

    Insurance costs increase just about every year, so other than reducing benefits, probably not much savings there, unless maybe if some sort of pooled agreement is negotiated that would consolidate insurance among many districts.

    Presumably none of the Rauner Agenda would be supported.

    So what are some options?

    Privatize the county owned Valley Hi nursing home?

    Obviously not all campaign ideas and marketing pieces are gimmicks.

    The Supporters of Jack D Franks mailer above states, “McHenry County Needs a Tax Cutter, Not Another Tax Raising Career Politician.”

    Who more resembles a career politician?

    Mike Walkup has held two political offices for a total of 9 years (Crystal Lake Park District and McHenry County Board).

    Jack Franks has held one political office for 18 years (State Representative).

    Jack Franks has held political office for twice as long as Mike Walkup.

    Jack Franks is more of a career politician than Mike Walkup.

    But one would never know that from reading the marketing piece above.

    It seems that Suppirters of Jack D Franks is attempting to mislead voters into thinking that Mike Walkup has held political office longer than Jack Franks.

    Has either held other political offices?

    It is applicable to all races from the Presidential on down to McHenry County Chairman.

    There are three components to the answer of whether Jack Franks or Madigan or Hillary Clinton lie.

    Mind you, all are lawyers so they know this answer well…

    Almost every citizen knows beyond a shadow of doubt all politicians lie.

    Franks, like his heroes, is extremely adept at lying.

    There is no way to enslave a people without lying to them about your intent and methods.

    Enslaving their constituencies is absolutely the goal of each of these politicians.

    None believe you to be capable of self determination or self governance.

    First lie– The statutory violating perjurious kind which is punishable by Law. Do any of these politicians violate the Law with their statements? Recognizing a statement rises to the level of law breaking is objective in recognition, objective in enforcement and objective in punishment.

    Second lie– Most citizens confuse Ethics violations with law breaking. This is not the case. Ethics violations are subjective in recognition, subjective in enforcement and subjective in punishment.

    Third lie– The political lie is insidious. Politics plays a part in how both the first two lies are approached, enforced and punished. Politics is also a game where Jack can put out hit pieces which are nearly entirely fabrications on their face but skirt actual statement of fact to avoid civil or criminal consequences.

    What are the remedies? Vote.

    The scariest person to a lying slavemaster politician is a free, active, knowledgable any voting Citizen.

    Just look how Jack squirms when faced with real voters.

    Look at how Hillary has ethically lied since her earliest public involvement in Watergate but squirms when the parents of those killed in Benghazi face her unflinchingly to tell her they’ll fight her lying forever.

    If you REALLY don’t like these liars work to help elect anyone but them.

    Despite Hillary’s two billion dollar war chest or Jack’s 600k the Voter still reigns supreme.

    Stop the lying.

    Teach the next politician parsing between illegal or unethical won’t save them from YOU.
