Negative Campaigning Apparently Works

With 23 out of 32 precincts reporting in the district where Democratic Party Lake in the Hills trustee Jim Kennedy is challenging Republican Perry Moy, Moy is running last.Leading with 5,279 is Tina Hill. Kennedy has 4,515. Moy is running last—446 behind—at 4,067.

...or, District 5 residents don't like what they've seen from Moy.
You've framed the election to be all about race. Ultimately, people voted against Moy's performance (race neutral), against an all-Republican board, and for Kennedy.
As McHenry County grows, it will grow more Democratic - this is an early example of that change.
Moy's problems (divorce, taxes, animal shelter, etc) planted the seed of doubt in enough minds to NOT vote for him. That's NOT related to racism (as you've previously asserted).
And now, Kennedy will be the lone Democrat on the McHenry County Board - for two years at least...

If the reason for Kennedy's election were a desire to have Democrats on the board, one has to wonder why no other Democrat was victorious.
Obviouisly something else was at work.
If the campaign had been race neutral, that is, issue-oriented, Kennedy would not have had to use Moy's unflattering picture.
There was only one thing that Kennedy mentioned that was about county government, the animal shelter.
There were plenty more county issues that could have been used, but Kennedy decided the personal issues (call them "character" issues, if you wish) would be more effective.
As I suggested this proves, negative campaigning works.
